Muslim can pray here. They announce if anyone's relatives in this neighborhood just passed away. They don't only play Quran recitation MP3 loudly before prayer's time for fifteen minutes to an hour but also their preach at certain hours like after some prayer's time tho as far as I know I don't think everyone in this neighborhood agrees as there are non Muslim as well.
It only opens at certain hours, not at specific hours, but by event basis. So Google Maps doesn't support it yet.
