The development objective of the National Slum Upgrading Project for Indonesia is to improve access to urban infrastructure and services in targeted slums in Indonesia. Institutional and policy development will support institutional strengthening and capacity building of central government agencies (e.g., BAPPENAS, MPWH) responsible for the management of KOTAKU and will include: (a) institutional analysis at the national level as well as for a sample of municipal governments to identify the nature of support needed to facilitate inter-agency coordination during program/project preparation, implementation and supervision stages; and (b) strategic national upstream policy level studies to facilitate the development of government policy to support the sustainability of slum upgrading and prevention efforts.
